docs: refine Iran routing guide, credit contributors, and add flags & links

- Corrected phrasing and editorial improvements
- Changed account name to English and linked the GitHub profile
- Added credit to Phoenix-999 for routing contributions
- Created a Persian wiki entry for Iran routing
- Linked to the main Chocolate4U/Iran-v2ray-rules repository
- Added custom 🇷🇺 and 🇮🇷 emojis
- Kept Chocolate4U geoip.dat & geosite.dat download links with note for daily/weekly auto-updates
